Since July 1, 2026, several rules resulting from the revision of the European CLP Regulation have changed how certain e-liquids must be presented and sold. The changes concern, in particular, the information displayed during distance sales and refill stations. They do not mean that the sale of e-liquids is prohibited in France.
Online sales: more information visible before purchase
For substances or mixtures covered by the CLP Regulation and sold at a distance, the offer must now clearly and visibly display all the mandatory labeling elements referred to in Article 17 of the CLP Regulation.
For consumers, this means that regulatory information must not be limited to the bottle received after purchase: the required statements must also appear in the distance offer whenever applicable.
What is changing for refill stations?
The possibilities for selling by refill have been more tightly regulated since July 1. Certain hazard classes are no longer eligible for sale at refill stations.
The DGCCRF specifies in particular that the sale at refill stations of vaping liquid with nicotine added by the retailer has been prohibited since July 1, 2026.
Can nicotine-free e-liquids still be sold by refill?
Yes, in certain cases, but subject to conditions. The possibility depends in particular on the classification of the mixture under the CLP Regulation. Certain hazard classes remain compatible with refill sales, while others no longer are.
It is therefore important to avoid the oversimplification that “bulk e-liquid is prohibited”: the rule is more nuanced.
Does this change the standard bottles sold by shops?
The July 1 reform mainly concerns the obligations related to CLP, distance sales, and refill stations. The rules already applicable to vaping products remain in force in parallel.
Why does this information matter to vapers?
Because the way products are presented online is part of compliance. Customers must be able to consult the essential information about a mixture before purchase, particularly when it is classified as hazardous or subject to additional statements.
On VAPEVO, you can browse the different families of e-liquids, nicotine salts, and DIY products.
What happens after July 1, 2026?
Vaping regulations continue to evolve in France and at the European level. Discussions about taxation and the revision of European rules are separate matters. Read our article on the new European rules being prepared and our updates on the 2027 Budget and e-liquid taxation.
